Dactyloscopic registration and medical examination

Foreign citizens arriving in Russia shall undergo state dactyloscopic registration, photographing and medical examination for infectious diseases, drug addiction and HIV infection.

Annual medical examination of foreign citizens

Foreign citizens shall undergo a repeated medical examination within 30 calendar days after 1 year from the date of their initial medical examination (for highly qualified specialists - within 30 calendar days from the date of the decision to extend the validity of the work permit).

If a foreign citizen fails to fulfill this obligation within the established terms, he/she may face: reduction of the term of temporary stay in the Russian Federation and subsequent administrative punishment for violation of the order of stay in the form of a monetary fine, deportation from the territory of the Russian Federation (exclusion), ban on entry to the territory of the Russian Federation within the established term.

The changes apply to:

Foreigners arriving in Russia not for the purpose of employment for a period exceeding 90 calendar days. Deadline for medical examination: 90 calendar days from the date of entry into the Russian Federation.

2Family members of migrant workers from EAEU countries: Kazakhstan, Armenia, Kyrgyzstan

3Family members of migrant workers from visa countries

4Family members of foreign citizens who have a residence permit (RP) in Russia

5Minor children from 6 to 18 years of age

Foreigners arriving in Russia for the purpose of employment. Deadline for medical examination: 30 calendar days from the date of entry into the Russian Federation, or when applying for a patent or obtaining a work permit

1Migrant workers from EAEU countries (Kazakhstan, Armenia, Kyrgyzstan, except for citizens of the Republic of Belarus)

2Migrant workers carrying out labor activities on the basis of a patent and work permit, including highly qualified specialists (HQS)

The changes do not apply to:

Citizens of the Republic of Belarus

Officials of international (interstate, intergovernmental) organizations who entered the Russian Federation in connection with the performance of their official duties, and employees of representative offices of international (interstate, intergovernmental) organizations in the Russian Federation or employees of representative offices and officials of other organizations which, in accordance with international treaties of the Russian Federation, are granted a status similar to that of international (interstate, intergovernmental) organizations, as well as their family members

Heads of diplomatic missions and heads of consular offices of foreign states in the Russian Federation, members of diplomatic staff, consular officials, as well as members of administrative and technical staff of diplomatic missions or consular offices of foreign states in the Russian Federation

Holders of diplomatic, service passports (including special, official and other passports recognized by the Russian Federation in this capacity) and officials of foreign states who entered the Russian Federation in connection with the performance of their official duties

Employees and members of administrative and technical staff of defense attaché offices, trade missions and other representative offices of state authorities of foreign states

Children under 6 years of age

Family members of the persons specified in subparagraphs 3-5

A decision on undesirability of a foreigner's stay in the Russian Federation may be taken if a medical examination reveals:

In accordance with Order of the Ministry of Health of Russia dated November 19, 2021 N 1079н, medical documents are valid for 12 months.

License to carry out medical activities.

Fingerprinting and photographing services are provided by FSUE "Passport and Visa Service"
